Have different corners in Downtown that go to different locations of town...
A corner for east side, prince, west side, etc. This way you know you can goto that corner and other people will be there as well and you know if you get 8 people it's going to be "$x". At least have a better chance of a group ride.

Have a site that makes it painfully easy to request a percentage night from local businesses. Could play into similar concepts of Groupons.com except instead of having the coupon predetermined you can make an offer and it can be accepted rejected for your group.
